Position’s Location:   Rochester, MN                       
Overall Job Description: Under general supervision, reviews, plans for and inspects residential and commercial buildings, construction sites and other structures for Minnesota Building Code conformance and other technical standards. Enforces the requirements of the County well and SSTS ordinances as well as residential and commercial building codes. Supports a diverse, respectful, and inclusive workplace.
 
Work Type/Salary:     Fulltime - Full Pay Range: Code Enforcement Inspector $33.45 to $55.87.
Full Pay Range: Senior Code Enforcement Inspector: $35.37 to $59.07.

Primary Duties:

  • Inspects residential and commercial construction sites and completed buildings for compliance with codes relating to heating, plumbing, framing, masonry, footings, poured walls, posts, insulation, vapor barrier, solid fuel and gas burning stoves and fireplaces
  • Reviews proposed building plans for new construction, remodeling, alterations and additions.  Ensures compliance with, but not limited to life safety, fire protection, structural, insulation, light and ventilation requirements of the Minnesota Building Code.  Reviews plans, assists and advises contractors and others regarding pertinent codes and regulations; consults on procedures to be followed in cases that are not clearly covered by codes
  • Takes building permit applications.  Reviews applications and inspect installations during construction for compliance with codes with regulations, and examine completed installation, use of proper materials and compliance with codes and regulations
  • Reviews permit applications and plans for completeness and technical accuracy. Discusses plan deficiencies with permit applicant
  • Prepares and maintains necessary records and reports
  • Responds to inquiry regarding code enforcement.  Provides information over the phone, in person or in writing
  • Addresses code deficiencies with the permit holder or builder and issues corrective orders
  • Investigates complaints, collects and organizes documentation about individual applications and complaints
  • Checks complaints in regard to defective installations, such as furnace; assists in prosecution of violators of regulations; reviews complaints of unsanitary conditions
  • Performs related duties as assigned

Qualifications:
Minimum Qualifications of Education and Experience


Code Enforcement Inspector: 
Bachelor's Degree from an accredited college or university in construction management, soils science, civil engineering or related field and one (1) year of experience as listed in the work functions.
OR
Associate's degree from an accredited community/technical college in inspection technology, construction technology, or related field and three (3) years of experience as listed in the work functions.
OR
A combination of education and experience equivalent to five (5) years of experience in a similar position as listed in the work functions.
  

Required Special Qualifications:
State of Minnesota Department of Labor and Industry, Building Official Limited License, or ability to obtain within 12 months of employment.

Senior Code Enforcement Inspector:
Bachelor's Degree from an accredited college or university in construction management, soils science, civil engineering or related field and two (2) years of experience as listed in the work functions.
OR
Associate's degree from an accredited community/technical college in inspection technology, construction technology, or related field and four (4) years of experience as listed in the work functions.
OR
A combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.


Required Special Qualifications:
State of Minnesota Department of Labor and Industry, Building Official License.
